It's a hoax started by another site I'm a member of. For sure, kids in africa were doing it, but then this one dipshit user named pickwick tried it and took photos. We spread them to EVERYWHERE and suddenly the police were all 'Oh noes! There is a new drug threat! We must stop itttt!'

They even took the 'street names' from us. It was AWESOME.
