General warnings

Acetone Peroxides are very unstable chemicals. If handled at all, they should be treated with great care and only synthesized in minute quantities. This refers to triacetone triperoxide (TATP), sometimes refered to as tricycloacetone peroxide (TCAP). The reaction must be done under 50 °F (10 °C) to yield triacetone triperoxide.

TATP is widely considered to be too unstable to synthesize safely in standard laboratory facilities, though small quantities (under 1 gram) are occasionally synthesized for research purposes, and for testing and calibration of detection equipment.

Chemicals

* 3% H2O2 - Available almost anywhere as a 3% antiseptic solution in water called “Hydrogen Peroxide” or “Peroxide”.
35% Hydrogen Peroxide solutions can be found in most hardware stores in wood bleaching kits.
This will produce much greater yields and is safer than boiling the 3% solution.
* 2-Propanone - Available as paint-thinner, from hardware stores. Often in cans labeled simply as “Acetone.”
Both Home Depot and Wal-Mart carry pure Acetone in the paint section.
* H2SO4 - Sulfuric acid available in motorcycle battery KITS. These can be found at wal mart And almost any auto parts store.

Laboratory Equipment

* Glass thermometer
* Glass eyedropper
* Glass beaker
* Safety equipment, minimally including heavy leather gloves, impact-resistant goggles, hearing protection, and face shield.
As with other reactions that pose the risk of explosion, synthesis should not be performed in an enclosed area.

Preparation

Before beginning the synthesis procedure, you should put the H2O2 and 2-Propanone in a refrigerator for several hours. This will speed up the procedure.

Once the several hours have passed, prepare an ice bath for the glass beaker. Pouring a small amount of water around the beaker with plenty of ice seems to work well, as the cold water will surround the beaker better than the ice alone.

If the quantity of 2-propanone in your posession is sufficient, it may be desirable to utilize it in a more effective form of cold bath for the reaction. Instead of an ice bath, one may substitute a container filled with 2-propanone, cooled by small amounts of CO2 in solid form (dry ice). This mixture can be cooled to temperatures very well below the normal freezing point of water, thus making it possible to more easily restrict the temperature of the reaction.The cooling is acheived by placing the CO2 in small amounts at a time into the solution and allowing them to sublime, thus cooling the 2-Propanone. However, be extre***y careful with this cold bath! 2-Propanone is very flammable and will irritate skin and eyes. Also, since the bath is cooled to well below water’s freezing point, touching the liquid could cause instant freeze burns and/or frostbite. Never touch this solution with unprotected skin!

Procedure

For a safer synthesis, you may choose to skip the step of concentrating the H2O2 and use the 500mL 3% H2O2 as is in the actual reaction. It is highly recommended that amateurs not attempt to concentrate 500mL 3% H2O2 below 150mL, as concentrated H2O2 can cause fire.

Put 500mL H2O2 in a glass beaker, and slowly boil it down to about 100-250mL. Warning: Boiling H2O2 can cause explosion. Keep the temperature below 302 °F (150 °C) to prevent the boiling of H2O2. Do not raise the temperature past 212 °F (100 °C). The goal is to lightly boil away the water in the H2O2, leaving a purer form of H2O2. Once you have concentrated the H2O2, take it off of the heat and allow it to cool.

Warning: H2O2 that is too concentrated is unstable. Do not allow the heated mixture to boil away below 80mL, or one is risking an instant fire from the concentrated H2O2.

Warning: Concentrated H2O2 may not be poured onto the ground. Concentrated H2O2 will cause fire when poured out, and allowed to sit for extended periods of time. If one has concentrated H2O2 on hand, and does not want to proceed with the dicycloacetone peroxide synthesis, then one may dump the concentrated H2O2 into a liter of water.

Put the H2O2 into the beaker in the ice bath, and add 60mL chilled 2-Propanone. Measure the temperature of the liquids with a thermometer and wait for it to drop to around 40 °F (4.4 °C). Using a glass eyedropper, slowly add 15mL H2SO4. Monitor the temperature closely while adding the H2SO4, if the temperature gets around 50 °F (10 °C), quit adding the H2SO4. Failure to quit adding the H2SO4 when the temperature rises may risk explosion. There will be a slight temperature rise during the addition of H2SO4; this is why the adding of the H2SO4 must be done slowly. If the H2SO4 is added too quickly, it will not have time to create the proper peroxysulfuric acid; this may cause explosion.

When all of the H2SO4 has been added, stir the mixture for about 15 minutes. After 15 minutes, place the reaction mixture into a refrigerator for about 24 hours. A white crystalline solid will result. This crystalline mass can then be filtered out with filter paper. When the crystalline mass has been filtered, pour 400mL of water over it to wash the acid residue away. Set the crystalline mass out to dry. The crystalline mass is tricycloacetone peroxide. If you did the reaction above 50 °F (10 °C), you will have the much unpleasant dicycloacetone peroxide.

Warning: This final crystalline mass is very sensitive when dry, it’s friction sensitivity can be as low as .1NM. Proper care must be taken with the final crystalline mass, as it is highly unstable.

For safety, separate the crystalline mass onto paper plates at 1 gram per plate; this will greatly reduce the risk of explosion. If a problem were to occur, the one gram on one of the plates would be less likely to hurt you.

Storing acetone peroxide is not recommended, because it quickly sublimes. But if it must be stored, it is recommended that it is stored under water and in a container without a cap with threads, as opening it could result in an explosion from crystalized acetone peroxide.

Unique Properties

TATP and DADP neither detonate nor deflagrate; they are rare entropy explosions. The effect is from rapid dissociation of weak atomic bonds within the acetone peroxide molecules, not from a chemical reaction as seen in all common explosives. Acetone peroxides require neither heat to form nor do they release heat when they dissociate; the effect is similar to the solid-to-gas reaction that deploys automobile air bags.

Each solid molecule of TATP dissociates directly into 4 gas-phase molecules. It is held together by three weak O-O bonds in a ring formation with three H2C and three CH2 molecules. Dissociation may be initiated by heat, pressure, or impact. The first dissociation creates enough pressure to cause surrounding TATP molecules to dissociate. The heat created by friction may initiate a reaction between atmospheric oxygen, the resultant ozone molecule, and the three hydrocarbon molecules.

Like TATP, each solid molecule of DADP also dissociates directly into gas-phase molecules. DADP’s dissociation results in one O2 molecule and two of the same hydrocarbon molecules as TATP. Since O2 is more stable than O3, DADP will dissociate more readily than TATP.

The pressure produced in just the dissociation of TATP molecules is about 80% greater than pressures seen in the detonation of the same mass of TNT.

When the Soviet Union collapsed, however, the thick shrubs surrounding the institute's campus began to attract petty thieves and drunks. "We had bums right outside my window here," says Atshabar, now director of the institute, which is located in a leafy suburb of Alma-Ata, the largest city in Kazakhstan. "They would sleep there"-he points to a tuft of trees-"and drink vodka." Criminals once broke in and stole an aluminum part of a centrifuge, useless except as scrap metal. It would have been even easier to rob-or smuggle out-a small vial of nasty germs to sell on the black market. As far as anybody knows, no such theft ever occurred at the institute (formally known as the Kazakh Science Center for Quarantine and Zoonotic Diseases). But keeping close track of pathogen cultures is next to impossible, even for the most tightly run lab. And at the Alma-Ata institute, vials of anthrax are kept in coffee cans, which themselves are stored in a 40-year-old refrigerator secured with a simple padlock.

In the wake of September 11, the Big Fear-the one driving President George W. Bush's most important decisions and dire pronouncements-is that a terrorist group like Al Qaeda will eventually get its hands on weapons of mass destruction. These worries are heightened because U.S. officials have learned that Osama bin Laden's network was trying to acquire such weapons. Documents recovered from Qaeda safe houses and camps in Afghanistan "show that bin Laden was pursuing a sophisticated biological weapons research program," CIA Director George Tenet told Congress earlier this month. Bush has used such concerns to justify his warnings against Iraq, Iran and North Korea-what he calls the "axis of evil." Such countries "could provide these arms to terrorists," he declared in his State of the Union Message. In large part, it's the fear of WMD in the hands of terrorists that is behind large increases in spending on the military and on home-land defense.

JOBS WITH AL QAEDA

But the "rogue states" are not the only concern when it comes to WMD proliferation. Some experts worry that the countries of the former Soviet Union, with enormous stockpiles of pathogens, high levels of corruption and grim conditions for scientists, could be vulnerable to terrorists looking for highly destructive agents. Al Qaeda itself appears to have targeted ex-Soviet weapons scientists for recruitment. According to U.S. intelligence reports, some Russian experts traveled to Kandahar for job interviews with unidentified Qaeda leaders. Intelligence officials believe the Russians turned down the chance to work for bin Laden, however, and by all accounts Al Qaeda's efforts to make or acquire bioweapons have gone nowhere.

So how worried should we be? At their peak, the Soviets probably employed upwards of 60, 000 people on bioweapons projects, which produced a greater volume and variety of deadly agents than any other country. When Ken Alibek, a senior Soviet bioweapons official, defected in 1992, he described a staggering offensive bioweapons production capacity-4,500 metric tons of anthrax a year, for instance-and an alarming array of deadly pathogens, including smallpox and antibiotic-resistant anthrax.

Gennady Lepyoshkin was Alibek's deputy in the Soviet era, and later took his job as head of the giant production facility at Stepnogorsk in Kazakhstan. In its heyday, the facility, with fermenting tanks as tall as four-story buildings, could produce 1.5 tons of weaponized anthrax in only 24 hours. Lepyoshkin has more than 20 years' experience in biowarfare, a doctorate in biology and another in microbiology. Now he's unemployed.

(Russian born, he was replaced recently by a Kazakh.) As he walks along the perimeter fence at Stepnogorsk, where he no longer has clearance, he drinks a shot of cognac in honor of his old haunt. "Most of our scientists left for Russia, Ukraine or Belarus," he says. "But the ones who stayed-biological and chemical engineers-make ends meet by driving to Omsk to buy sausage and cheeses and then selling them here."

A few years ago the U.S. government estimated that 7,000 former Soviet bio-weaponeers were a "proliferation concern," says Amy Smithson, a bioweapons expert at the Stimson Center in Washington. After September 11, they upped the figure to 10,000. Suddenly, formerly benign activities began to look worrisome-veterinary institutes, for instance, hold livestock pathogens that in the wrong hands could devastate a nation's farms.

FROM WEAPONS TO VACCINES

For the past eight years the State Department has been retraining former weapons scientists and helping institutes turn their bioweapons programs into peaceful, commercial ventures. The incoming Bush administration initially regarded this-and similar efforts to help Russian scientists-with deep suspicion. But 9-11 changed that. Now the Defense Department's work on former Soviet bioweapons facilities is to be greatly expanded, from $17 million in the current fiscal year to $55 million. Early this year the State Department's assistance program received a one-time appropriation of $30 million, which it will use to dismantle the Stepnogorsk military fermenters and put former Soviet scientists to work making vaccines. "They do a great job with the resources they have," says Smithson, "but even with the extra money they're only getting at the tip of the iceberg."

Not everyone agrees. It would be irresponsible for an expert like Smithson not to be concerned, but many respected specialists believe the numbers of unemployed bioweapons scientists are exaggerated. Alibek, the Soviet defector, has said that there are perhaps 100 former Soviet scientists capable of building a soup-to-nuts bioweapons factory. Western bioweapons experts put that figure higher-"the low hundreds," says one. But the more important point, says an intelligence source, is that "we think we know where almost all of those people are." An effort by Iran to recruit former Soviet scientists in 1997, in fact, helped invigorate the U.S. push to pay the scientists to stay in place. "We said, 'Work with us and you will get funding for real collaborative research; work with Iran and you will never see a penny of our money'," says Elisa Harris, who handled nonproliferation programs in the Clinton administration. Experts also stress, moreover, how difficult it is to turn a pathogen into a bioweapons agent like the "aerosolized" anthrax sent through the U.S. mail system in October. (Although investigators haven't ruled out a foreign source, the prevailing theory is still that the anthrax came from within the United States.)

But what about ready-made stockpiles of weaponized agents, or even just virulent strains? Two years ago the DOD began helping former Soviet bioweapons labs to beef up security. The institute in Alma-Ata, which houses cultures of nonweaponized, but still dangerous, germs, now boasts a 2.5-meter concrete wall topped with barbed wire. Two guards armed with stun guns and tear gas patrol the front and rear entrances. But still, nobody is searched upon entering or leaving the building. And on a recent visit, no security guards were posted at the door to the "highly hazardous infections" wing.

The larger problem is that the Alma-Ata lab is about as good as it gets. Kazakhstan alone has eight other anti-plague institutes and about 140 minor labs. None of them have had the benefit of the DOD program. Beyond Kazakhstan, throughout the ruins of the Soviet empire, hundreds of laboratories holding samples of bioweapons agents also are poorly guarded. September 11 spurred the Bush administration to take the issue more seriously. But when success includes anthrax vials in coffee cans, it'll be a long time, if ever, before anybody feels absolutely secure. With John Barry, Mark Hosenball and Adam Rogers in Washington

Commission Allows Google-Doubleclick Merger Without Conditions
In a 4-1 opinion, the Federal Trade Commission has approved the $3.1b
Google-Doubleclick deal, saying that the proposed acquisition is "Unlikely to lessen competition." Commissioner Harbour dissented from the decision, stating that "If the Commission closes its investigation at this time, without imposing any conditions on the merger, neither the competition nor the privacy interests of consumers will have been adequately addressed." Commissioner Leibowitz, in a concurring opinion, warned that "industry participants must stop being coy and start being more forthcoming about their practices, the consumer information they collect, and how they use it" and recommended the adoption of opt-in for online services. The unconditional approval comes as a surprise following the earlier "Second Request" by the Commission which has historically indicated an intent to block a merger or impose conditions as a requirement for merger approval. EPIC, Privacy Groups Urge Ask.com to Fix Ask Eraser
In a letter to Ask.com, EPIC and several other privacy organizations
have asked CEO Jim Lazone to change Ask Eraser, a new search tool that the company says "will offer its searchers unmatched control over their privacy." After a study of the search product, EPIC found that Ask Eraser (1) requires an opt-out cookie, (2) creates a quasi-unique identifier, and (3) will be disabled without notice. All three attributes create substantial privacy risks for Internet users. (Dec. 20)
