"It's not nice," he said. "It's not respectable."

The ordinance prohibits people from wearing baggy pants on all city-owned property, including libraries and public parks.
"This is not an ordinance that's going to put somebody's child in jail or make the parents pay a fine, no," Holmes said. "This is nothing like that. We're only concerned about trying to teach the kids how to grow up and be a better person for themselves."
The Opa-locka Police Department supports the new law, which does not impose fines or jail time, but officers would have the option to remove violators.
"It passed and we're going to do what is best for the community," said Holmes.
The law, which states that pants and shorts must sit at the waistline, passed Wednesday night in a 4-1 vote.
Holmes told Local 10 he has offered to purchase belts for young people out of his own pocket.
The new law will officially be on the books next month.
