Tyramine release dopamine, yes - But not into the brain for use. it's decomposed, leaving you with one motherfucker of a migraine.

Having a 'MAO deficiency', or being on MAOIs, means that eating foods high in tyramine (soft cheese, red wine, chainti, chocolate, any fermented soy products, and yes, bannana skins) will just leave you with a horrible migraine for a number of hours, or even days until your MAO gets back into whack.
