"According to estimates, Karelia could have been sold to Finland for 13.5 billion euros in today's money. However, officials felt the plan of selling part of the country was too dangerous. The projected cost was not disclosed to Finland. The matter was reported last week in the Argumenti i Fakti newspaper in a column by the country's former deputy foreign minister and prime minister Andrei Fyodorov.
On Wednesday, the newspaper Ilta-Sanomat reported that the Soviet Union wanted to negotiate the return of Karelia to Finland in 1991. The matter came to light in letters exchanged between researcher Jukka Seppinen and then-foreign minister Paavo Väyrynen.
A plan was also drawn up for selling the Kuril Islands to Japan. The islands were seized by the Soviet Union in World War II."
