yes the warheads may have been inactive but were pointed to the san fran harbor and kim korea said if it came to it he would use them however its relatively pointless now but it does show the logic the u.s. gov. uses.

The missles were not pointed to San francisco!!! If they were the United States would have North Korea surrounded with aircraft-carriers and have Anti-missle systems on stand-by just for precaution, (which there wasn't). The missles were not pointed towards anywhere, they wernt even in silos waiting for launch, so how the fuck can they be pointed to San francisco harbour. That is what they said on the news, that they didn't have the capability to hit San francisco, but there best bet would to upgrade and try to hit San francisco if war broke out.
