...if you are refering to anonymous web-surfing, (to where the owner of the site cant get your ip) you'll want an elete/high anonymity proxy, which is easily set up on your computer, and im fairly certain that your internet browser of choice (hopefully firefox, as it is the best damn browser i have found) should have a help section on configuring it....
in firefox: click tools-options-general-connection settings-change it to manual proxy configuration, and input the info into the boxes from the proxy you are using
http://www.publicproxyservers.com/ is a decently large list of proxies...if you are going for complete anonymity (noone can possibly see your ip w/o going to the person who has the proxy and checking their logs), go for a high anonymity (elete) proxy....
i cant remember how to do it w/ internet explorer, i suppose you could google that...
