CGI/Perl

What can you guys tell me about this? I am doing this for a friend who is trying to make a phishing site. He needs to know how to create a form that will send emails but it's html, but you need a CGI script to handle it or something along those lines. I'm currently checking w3schools.com but I dunno where to go after that.
