No it wouldn't, the shrapnel off a lightbulb would be very small, a little 1oz C02 wouldn't be able to do the job. A pipe bomb, ANFO as a substitute for blackpowder would do the trick.

If you wanted to disperse and ignite the cloud of flour an Al you'd use a straight LE burst charge, probably BP. So, yeah, kind of a waste of decent Al powder.
