There is nothing inherently wrong with pipe bombs - except that they throw off shrapnel when made out of PVC or metal. Seeing as most people want to be able to see their explosions, this creates a problem for people who don't think things through. If people begin trying to make pipe bombs who are not used to seeing how explosives react under confinement, then they may also misjudge the distance that the shrapnel will fly.

Not only that, but black powder can be ignited by static electricity - which can be generated by from packing it into a pipe bomb. Should you get static while packing a pipe bomb full of black powder, you are fucked - especially for someone who is only starting to play around with explosives and does not have a good appreciation for what they can do.

If someone gets killed or seriously injured because of shrapnel from a pipe bomb, there will be yet more people who will push for tighter restrictions on your ability to purchase ingredients for making explosives so that it will be harder for us to make the explosives that we like to make.
