Cut him some slack, it's better he ask a dumb question then risk injury, and besides the U.S is one of the few places where you can even buy components, so in a lot of countries it's easier to unload shells rather than searching the black market.

I meant components as in shotgun components like shot and powder, but I've never heard of any restricting the sale and distribution of gunpowder, the united states is pretty lax on it. But I'm pretty sure you cant buy gunpowder in Australia and I know you cant even own a gun in England.

you can own a gun in england, but it's very difficult and not worth it, and rifles are common ground in england, and very many people have them, and there seems to be an uproar of use of muskets for entertainment shooting, which would mean a need for bp....they have to sell it somewhere, or else they wouldnt be able to use muzzel loaders......
