well yea, if you just took a couple of lp tanks and turned on the valves in a small room and cut the cord in half and crossed over the wires so that when you plugged it in it would arch not a very elegant way to blow something up tho besides you dont want the gas/oxygen ratio to be too rich or too lean

now remember in movies, where they have the cordes JUST enough appart to creat a spark, well it creats the spark but it will trip the breaker...

oh yea i almost forgot if you do cross 2 wires together you might get it to arch once or twice but youll probibly throw a breaker or blow a fuse which ever kind of panel you have now if your house does have a fuse panel instead of a breaker panel you can always put a penny behind the fuse and it wont blow if there is a short in the circut any where

i know my aunts house still had the old fuse panel until about a week ago ,the city building inspector made her landlord install the breaker panel and fined his ass lol
