How the fuck are we supposed to answer that? You dont say where you live anywhere in this post or on your profile first of all. Second of all, it'd be easier to just go and ask one of your local cops about it. Flash powder isn't a big deal, he probably won't even give a shit.

By the way, is Al powder/KClO3 better than Mg/KNO3? I can't seem to get any potassium perchlorate, only potassium chlorate.

I have tried Al powder 400+ Mesh/KClO4 or KClO3 and it works.

On the legal issue, I think it is legal to own up to 2 lbs., which is plenty.
