Right people, I need to know a recipe for a pipe bomb sized explosive that would be able to take out a large room. The Device will be timer detonated.

well then the easiest way is to use BP, its easily made and doesn't take anytime to make ether.

Try researching up on ANFO and Acetone boosters.

For a device that would be timed, well you would have to research that up on the internet as well.
