C4 is unique bucause it can morph like playdough into practicy any shape or form with is useful to fit into small cracks/crevisises(sp?). not to blow up an aparment building...

Wrong, actually. Whilst yes it canbe moulded, squeezing it into cracks and the suchlike is a terrible idea - It disrupts the explosive density, which means the shockwave doesn't propogate as easily, and introduces dirt and air bubbles and other contaminants.
All around, giving you a much smaller effect then if you'd just packed it around the beam as a ribbon charge.
