Combine potassium permanganate and ethylene glycol (found as antifreeze)

it needs to be warmed to about 35* and mixed into a paste, this will yeild a powerful plastic explosive. The easiest way to do this is to put on a latex glove (so it doesn't stain your skin), grab a handful of KMnO4 and drizzle the ethylene glycol on slowly, churning it between your fingers. This provides the right amount of heat and mixes it well without the need for complex magnetic stirrers or oil baths.

Does it matter what grade the potassium permanganate is. I'm looking to buy some and I keep finding different grades. I found 500 grams for 23 dollars.
