The black stuff is flammable but toxic because its lithium and its alkaline. You can light it just dont inhale the fumes.

Was it a carbon battery? Because I think the silver stuff is ammonium chloride, well atleast it's in your carbon style batterys like some of the duracell and energizer batteries.
