Here is where I got mine: United Nuclear; Theirs are a little expensive, but they are pretty good quality.

Here are some other places you could try:Pryo Creations (Cheapest?)
Skylighter (Not so cheap...)

I think these sites will ship to anywhere in the world, so you shouldn't have any trouble getting what you want.

Yes, a rock tumbler would work, as long as you use lead milling medium; the reason for the lead is that it doesn't spark when they collide, and a spark is something you definitely don't want when milling BP. It should work just fine, but the quality might not be as good, but I don't really know because I've never used a rock tumbler.

Mortar and pestle is greatly inferior to a ball mill.

you can improvise a ball mill by clamping an electric drill in a bench vice, putting a bolt in the chuck and then bolting a small plastic cylinder to drum to the bolt, with a small wheel or bearing on the other side to balance. Throw your shit in, turn the drill on, come back in a day.

the only ball mills i found for sale in australia are about 15 tonnes and go for a few hundred thousand dollars
