OK heres what i know about this topic so far and what im going to do so please make corrections if i fuck up at all. I got the anodes and cathodes and Ive dipped them in epoxy to help them from falling apart during the run. Ive also got a old battery charger that its runs 6-12 volts and about 5 amps so i think that should be okay. Im going to mix KCl 50/50 with NaCl for the chlorate im not sure on how long i should leave the cell running for so please help with that as well. I will also only be making a 2 liter batch so how much KCl and NaCl do i use? So yea that's what i know so far about the making of potassium chlorate so yea more help would be nice please (since i need alot of it)

Use only NaCl because KCl is to hard to filter after it has changed.

Run till all the water has gone, start with 10g salt to every 100mls water til you work out efficiency.

but then uts just going make sodium chlorate. Or are you talking about double decomposition or whatever its called?

Yea and transferring the O ions from NaClO3 to the KCl.
