The theory works.
But in practice it's difficult.
I'm impressed though, that he got it.
Also, it won't cut through "anything".
It all depends on your explosives vod, etc.

Also, I can't see a low yield HE like AP, MEKP HMTD, etc doing anything with this.
Also the explosives with a longer wavelength won't be affected.

I don't know what he is saying to use, but something like ANFO most certainly wouldn't work.
Maybe NG, TNP, NC would work. But I can't be sure. It all depends on the size of the water bag etc.

well what i used for explosives was a simple co2 cart***** for pistols, emptied and filled with gun powder with a fuse through the top and super glue as the adhesive to seal it off. then i superglued the bag with water to the cart*****. a few times the bag broke but when i got it right it blew through a 2x4. if you use this on a larger scale it could easily, in theory, cut through just about anything.

Hydro-static gell would contain the blast better its just a problem of getting it and a pressurizing unit but it it is set right u can reuse the pressurizer, not the gell tho, if ur going to do learn to make the stuff, and u could take KNO3 and black powder and compact them into a CO2 cartidge, the explosion would automatically go to the point of least resistance and then be directed even more so by the liquid u could even have it so u blast the cart***** through something (smallish) instead of the explosion
