Chloride to Chlorate?

i got 1 pound of potassium chloride, how do i turn it into chlorate, if possible?
drunk and bored, i wanna make some booms.

first of all this should be in Pyro. but i don't want it there either.
you cannot just turn a chloride ion into a chlorate ion.
never ever let me see you say i wanna make some booms. cos i don't take to kindly to that kind of amatuerish tomfoolery. and why would you do it while drunk
