It's not really cheating per se. since the game makers have lots of features for it. The only skull that is really that secret is the IWHBYD skull.
For those of you that don't know, the skulls in halo 3 make it so the game plays different, for example: you can take off the radar, make it so shields only recharge through ***ee attacks, etc.
